Sunapee Conservation Commission Meeting Minutes October 3, 2012
Present: Tim Fleury, Rem Mastin, Van Webb, Robert Hill, Lela Emery

Tim Fleury made the motion to accept the minutes of September 5, 2012 as written. Rem Mastin seconded the motion. All in favor 5, opposed 0.

Rem presented some sign options for updating trails with new direction arrows. The signs measure 3 ¼ X 3 ¼ they are orange with black arrows. Rem will order 250 at $.43 each.  Rem will make the purchase of the signs as well as the aluminum nails to secure the signs. Rem will present receipts for the signs and nails for reimbursement of the total.

Permit by notification for Elizabeth B. Junius, 21 Scotts Cove, Sunapee, 0120-0018 to repair an existing 246 sq ft crib in-kind. Rem signed on behalf of the SCC 9/13/12

NHDES wetlands permit application for the Town of Sunapee Docks on Lake Ave 0133-0036 to replace 9 fender pilings and heavy duty fender cluster repair/replacement. Rem Signed on behalf of the SCC 9/10/12.

Permit by Notification Jon and Michelle Davis 233 Lake Ave Sunapee, 134-013 Boathouse and support in kind. Rem Mastin signed on behalf of the SCC 9/5/12.

NH DES Wetlands Permit Application for Howard Broadskey Brook Rd, Sunapee culvert work. 237/25 Rem Mastin signed on behalf of the SCC 9/25/12

Tim Fleury made the motion to appropriate $1900.00 to pay MHBG Appraisal Services for the appraisal of the Wendell Marsh North. The 144 acre parcel appraised for between $1,500-$1,600 an acre for a total of $240,000. Funds to come from Professional Services Line Account. Motion was seconded by Rem Mastin. All in favor 5, Opposed 0.

Rem Mastin made the motion to pay the invoice from ASLPT for work provided from May, June, July and August on the Wendell Marsh North Project. The invoice shows a total due of $3404.40 which includes the appraisal fee. The SCC has already allocated and voted to pay the appraisal company separately so the total due to ASLPT for their work on the Wendell Marsh Project is $1,504.40 ($3404.40 less $1900.00 previously paid appraisal cost leaves a balance to ASLPT of $1504.40) Services rendered to be paid out of the Conservation Commission Fund. Motion seconded by Robert Hill. All in favor 5, Opposed 0.

Pennyroyal Hill Land Surveying and Forestry LLC is surveying the Johnson Wendell Marsh North property. ASLPT advanced $1,000 deposit to Pennyroyal on a total bill submitted for the work. The estimated total of the work is $7425.00.


Pennyroyal Hill Land surveying and Forestry LLC is surveying the Johnson Property on the Wendell Marsh North project. Tim Fleury made the motion to pay the invoice from ASLPT reimbursing them of the $1,000 advance to Pennyroyal Hill Land Surveying and Forestry LLC initiating the survey work to start without delay. Funds to come from the Conservation Commission Fund. Motion seconded by Rem Mastin. All in Favor 5, Opposed 0.

SCC will be responsible for the balance due of the Pennyroyal Hill Land Surveying and Forestry LLC upon completion of the survey work of the Johnson Wendell Marsh North parcel.

SCC board discussed rebuilding account balance and Capital Reserve Fund rebuilding for future projects. SCC will propose $50,000.00

The Grant applications for the Wendell Marsh North project have been submitted to the Moose Plate and LCHIP.

A spring dedication for the Herbert Welch Trail is in the works. SCC will ensure arrows are up for better trail demarcation and signage is clear from the road into the trail head as well as trail mapping is complete.
